Every commercial, hospitality, healthcare, and residential project in Saudi Arabia above a defined occupancy threshold requires General Directorate of Civil Defense (GDCD) approval before occupancy. The approval window — and re-submission delays — can easily push a project's opening by 6-12 weeks if not handled correctly from day one.
